Build a base image and template (both kiwi and Dockerfile) for openSUSE Leap 42.3 using the native OBS container building feature.

Outcome
- The project resulted in a discussion with the Kube Core team regarding merging the images they already push to the Docker hub.
- Jordi created 2 Submit Requests on that SR 540481 (SLE-12-SP3 and SR 540473 (Leap 42.3).

The request is meant to provoke a discussion with Adrian because there are some important changes that I don't want to impose but hear his opinion, like the name of the image and the list of packages, which are different.

In k8s core team we are using github to store the kiwi sources:
https://github.com/openSUSE/docker-containers
The obs project downloads them via a _service file.

Project Description
Create openSUSE images (or test generic EFI images) for Arm and/or RISC-V boards that are not yet supported.
Goal for this Hackweek
Create bootable images of Tumbleweed for SBCs that currently have no images available or are untested.
Consider generic EFI images where possible, as some boards can hold a bootloader.
Document in the openSUSE Wiki how to flash and use the image for a given board.
Boards that I have around and there are no images:
- Rock 3B
- Nano PC T3 Plus
- Lichee RV D1
- StartFive VisionFive (has some image needs testing)
