"GNU Hyperbole is an open, efficient, programmable information management and hypertext system for GNU Emacs." (https://www.gnu.org/software/hyperbole/)

I used it quite some years ago. The last weeks it was a topic on the Emacs mailing list.

Robert Wiener announced a fresh pre-beta: http://lists.gnu.org/archive/html/hyperbole-users/2016-06/msg00007.html; unfortunately, it does not compile on my system ("hibtypes.el:142:1:Error: Symbols value as variable is void: debbugs-gnu-query").
