Improve TAP and RSpec parsing in openQA External Harness Parser

Currently there is support for TAP being added to OpenQA::Parser::Format

However it has basic support, therefore the following is needed:

  • Add support for multiple test cases uploaded into one file
  • Add support for sub tests
  • Add support for debug_output to be exposed (somehow)
  • Add support for test comments (i.e "not ok" comments)

This project is about adding support for RSpec too and supporting in a similar fashion what is already supported for lTP
