KDE4/5 packages for SLE

I'll try to generate KDE4 and KDE Frameworks 5 packages for SLE12.

After talking with plinnell and tittiatcoke, I refocused the project to generate mainly KDE4 packages and KDE5 packages if time allows it (instead of just KDE5 packages as I originally thought to do)
