Apptainer job execution layer

jobber is small self contained perl script which does simple execution of serial jobs.

Bascially you create a simple file which contains a list of shell commands and jobber now executes them line by line.

The goal is now to re implement jobber in go and not let execute it shell commands but simply an Apptainer container
