There are swift3 and swift4 packages, the latter has higher priority.

It's maybe better to publish to continue development in devel:languages:swift or devel:languages:swiftlang.

      I was able to build packages of swift4 for Leap 42.3/15, Tumbleweed and SLE12.3/15
