Improve debug information for LTO compiled objects

The goal is to use the work from the debug-early GCC branch to generate better debug information for LTO compiled objects, especially with regarding to language specifics like classes and templates. This has now been achieved and openSUSE Factory builds packages with GCC 9 and LTO.

GDB has scalability issues that can be partly addressed by GCC when generating debug info which is the goal of the HW19 work.
