Improve plural support in gettext tools

gettext tools are used by many other projects to process translation files.

The support for plurals is relatively new, and works only in basic cases.

If projects use multiple plural forms, gettext tools fail badly, with a result of broken po file or broken translation.

The support for plurals and parsing of headers in general needs to be improved.
