Enhance cpupower userspace tool with powercapping

There is a new kernel API/feature: powercapping. The perfect userspace tool to ease up usage and later possibly provide library calls is cpupower.

If time is left also provide a hardware (CPU) tracking cpupower monitor for the Intel implementation of powercapping: RAPL (Running Average Power Limit).
